If you use coax, then the tuner in the monitor will convert the signal to video. The S-video signal from the tuner has already been converted and will bypass the tuner in the TV. If neither the TV nor the cable box are High Def, then it probably won't make any difference. You should also have a single video output on the cable box (probably yellow) to plug into the TV. S-video was a big deal for a little while, but has fallen by the wayside.
Generally speaking, the quality of the signal improves as you move down this list:
Cable (coax)
Converted video (single RCA video cable)
S-video
Component Video (three cables for the video signal)
HDMI/DVI (digital signal)
Even then, some people argue that the component video is the best.
