Mechanic Billing Practices

Do indie mechanics charge labor time for diagnosing problems and trying different solutions that don't end up being the right fix, or just for the time actually spent doing whatever actually fixes the problem? My car has been in the shop for a few weeks and I'm starting to get nervous. While on the one hand it seems fair that a mechanic should be compensated for at least some of his time if he is trying all the basic fixes and the problem turns out to be something more out of the ordinary, but at the same time I don't think a customer should be paying for what could be significant time spent NOT fixing a problem. I'm curious what the accepted practice is and what others have encountered. And yes, I know, I should have raised this question with the mechanic sooner but I didn't see it coming and the next thing I knew it was three weeks later....
