I think the one on my house is mortar and it isn't weathering well. They typically would have been mortar since that's what was mixed. I specify concrete as it will be more durable but you should use a sand mix (or small aggregate) so as to not have large rocks in the mix. Depending on your climate, 1/2" can be a bit thin and typ. coverage to reinforcing is 2", not 3/4" but I can see where you'd want as much reinforcing as possible. Be sure not to fill up or lose too much concrete in the airspace between flue and chimney. There may be some cracking at the flue and I've caulked (use Vulkem) this seam. Also, use a bonding agent between old mortar/brick and new concrete.
