You could have a NAS on a UPS in the basement and use rsync to do incremental backups over your network. tranfer speed isn't so critical for highly efficient incremental backups. I use the cygwin version of rsync in Windows and plain old rsync on other platforms I use. There are even gui rsync compatible freeware for Windows I think. Rsync can work as either a client/server system, or as a local program to synchronize your hard drive with the network drive mapped/mounted from the NAS.
For offsite backup, put another NAS at a well trusted neighbors, or an outbuilding/detached garage. Alternate backups between the two. Use wireless or buried cabling to connect it your home network.
At work, I have automatic backups backing up probably 20+ machines over a 20mbps wireless link to another town where we have a 1+TB raid5 rsync server.
At home, I backup mostly photos. I have 200+ GB of photos I've taken over 4 years, and don't want to lose any. I use rsync between two machines, and back up a third copy of the data to removeable hard drive that stays removed except for the backup process.
