Cell phone plans -- for families-- question

I am coming to the end of my 2-year verizon family cellphone contract. We have 5 users and is very spendy. My wife and one of the kids don't seem to be able to curb their usage and we oftentimes run over the monthly limit. I would like to find a plan where the phone shuts off after a certain monthly limit is reached. I looked at tracphones but they appear to be even more of a ripoff than the regular plans. Any advice would be appreciated. Also, would be interested on your thoughts on what phones to get. I have noticed that my older motorola phone gets better reception than our newer LG phones. The guys at the cell phone store only want to talk about the cameras and other useless features. All that I care about is the phone reception quality so I would also be interested on your thoughts about that. Thanks to all.
