Sounds to me like it's time for a family discussion. Expect whining!
Bunch of questions to answer:
Are they calling landline phones or non-Verizon cell lines? Both have a cost, while Verizon to Verizon is free.
Who is exceeding the minutes? And when? Kids can be curtailed easier than a spouse! When we first got our eldest kid a cell we got a pre-paid and she had to keep track of her minutes. Now that she's on the family plan she is still very conservative and makes use of the free Verizon to Verizon whenever she can.
What is happening with texting? Some kids are voracious texters and if you don't have the texting add-on with Verizon you really get nailed.
While the pre-paid plans are more expensive per minute, do the numbers to see if it is cheaper overall if they simply run out of time and can't use the phone. Can work for kids better than a spouse with a credit card.
As for phones I've been happy with LGs and reception is generally fine, and I travel about 40%. We all have LGs, so we can use the same charger--very handy on trips. We also seem to wind up charging a lot of the kids' friends' phones, too.
