A turn signal is especially for the traffic you don't see, or the person who is thinking of making some move, but then changes their mind because they see you're about to turn or change lanes. I would agree with your statement that turn signals aren't always needed, provided:
1. You can read everyone's mind
2. You can see all and know all.
If you're not using your turn signal, you're skimping on essential functions. It's like a pilot not bothering to use their COM radio at an uncontrolled airport ("I can see if there are other planes in the pattern").
True, using turn signals doesn't automatically make you a good driver, but I think that "forgetting" to use your turn signal does automatically make you a bad driver, or at least not as good as you could be. It's not all about steering your car and pushing the pedals.
