The vast majority of the time, it's bogus. For instance, I got stopped for speeding on a Sunday of Thanksgiving weekend, after dark in a commercial area, on a brand new road where they eased the curves. There was no one else around but me. Contrast that with the following. I used to live in the same town, and where I lived (a non-commercial, homes-only area) the road was incredibly windy and hilly. I would scream at people to slow down as they almost killed me and my dog. Yet I NEVER ONCE saw the police there in the 1.5 years I lived there.
