in most circumstances. The only time it's slower, is if you have too little RAM. 1GB RAM is minimum, 2GB recommended and 3 GB optimal. It uses some very clever caching of programs and learns which you use the most, like email apps and internet browser. So it'll load them into memory after startup and when click to open the program, it opens instantly without having to wait for the harddisk. This might make it feel slower in the first day or two after install until it's learned your behaviour. It's called Superfetch and is pretty cool.
Vista is definitely not another ME, as it is very different from XP all the way to the core of the OS, whereas ME was just a crappy version of 98. XP and Vista might look slightly similar, but they are infact very different.
That's why you need new drivers and the old XP ones don't work with Vista. I can't see why that should be considered a problem? It's just now, in the beginning of the launch until the various hardware manufacturers get their act together and make new drivers. In a couple of months there shouldn't be any issues like that anymore.
