Sorry, previously left my name out, so I am reposting.

In my case, the house in question was built in the mid-late 1950's.
The city has a Community Development Program where assistance is provided to qualified individuals who want to be homeowners. To qualify, houses must meet "Housing Quality Standards & Community Development Minimum Property Standards." I do not have the standards and do not know exactly what they say.
The Cummunity Development Inspector noted some splices in the attic that he said needed to be in a junction box with a cover plate.
I would like to point out that such splices were permissible by code at the time of original construction, and as such should be "grandfathered in". I just wanted to get more specific data & documentation to support my argument.
