Search the net for a 110 volt electric start for your model. If your engine has a geared flywheel you can bolt on an electric starter for about $120. Plug into the wall, start it in the garage and throw. Use the engine serial number to order, can't recall the vendor I used, sorry, but he was easily findable with a basic Google search.
Other than that, EricG is right, it is usually bad gas and a fouled plug. Sometimes there is rust on the steel parts of the megneto ignitions, maybe pull the rotor/flywheel thing and hit it with sandpaper. I always stop to check out a lawnmower left at the curb, one time the guy was throwing out a fairly new Sears self propelled model that, as far I could tell, had a clogged air cleaner and fouled carb. After Saab engines, Briggs/Tecumsehs are indestructible.
