Looks like it is probably legit. The bidpay site claims it is a Cybersource company. Cybersource is a CC authorization/billing/payment company. We actually use them for some things at work. A little disconcerting was that a search for bidpay on Cybersource's site found no matches. But there are some news articles mentioning bidpay being relaunched by Cybersource in 2006 (it previously was a money order outfit backed by Western Union for paying for online action items).
There are a couple thing to be aware that might make it unattractive for a one time sale. (A) You need to setup an account. Doesn't look like this is a big deal except you do need to give a valid bank account. Personally I wouldn't use an account with more than minimal funds in it but I am paranoid. If you were doing lots of ebay sales might be cool but maybe a hassel for a one off. (B) There is a transaction fee that your charged. Not a surprise as sellers always pay some sort of fee for CC, debit, and other similar transactions. The site indicates the following amounts:
Domestic (United States)
2.5% + $0.50/txn
International* (Outside the United States)
2.9% + $0.50/txn
