The Portland area has a fantastic feeding scene. A couple of my favorites, barely scratching the surface, and in no particular order. You can probably find them (and reviews) on the web.
Higgins Restaurant and Bar "Northwest regional". Downtown Portland.
McCormick & Schmicks for seafood, downtown. Or McCormick's Fish House & Bar in Beaverton (west side, closer to Forest Grove.) Always meant to try Dan and Louis Oyster Bar in Portland but never been there yet.
Papa Haydn. NW 23rd, a bit west of downtown. Great food and women absolutely swoon over their desserts. (Can you say "chocolate"?) People will eat anywhere in town and then go to Papa's for dessert.
Or just walk down NW 23rd from about Flanders north and follow your nose to any one of a number of unique restaurants. If you have time to scout ahead of time you just might discover something interesting.
Genoa - seven course Italian meal, downtown. $$$ and plan on several hours. I think they have a four-course dinner some nights.
Saucebox, downtown. "Pan-asian".
Merchant of Venice, Hillsboro (west side). Italian.
El Gaucho, Portland, for a good old fashioned slab of fried cow, $$$. Or Ruth's Chris Steak House, also $$$.
The Hillsboro/Cornelius/Forest Grove area has a large Hispanic population, thus many good inexpensive Mexican places. But they tend to come and go. I think Juan Colorado's in Hillsboro is still there. Not elegant, but good American-style Mexican food.
Any of the McMenamin brothers' brew pubs will have great bar food and superb beer in informal settings. Plus they have some fairly elegant dining at their Black Rabbit restaurant in the Edgefield Hotel at Troutdale over on the east side of town (prob. 30-40 miles from Forest Grove). Check their web site, they've got lots of places I haven't been to and may have some other restaurants a little more elegant than the pubs. In fact, they run the "Grand Lodge" hotel right in Forest Grove, you might check their web page for menus.
Widmer Gasthaus pub also has great food and your favorite microbrews.
Like I said, I don't get out much and if any of these places have gone downhill I might not know about it yet. I ate at Widmer two weeks ago. Had a great schnitzel and a pint. Most of the others, it's been between six months and five years since I've been in them.
If you want to search and read reviews, a good place to start is the local newspaper's site. They have pretty good restaurant reviews, never led me astray yet:
