You must have two of the three match the state you're in. Say you're in Florida with a Ga car tag on a rental and you have a Virginia license but you're a resident of Texas (can happen with military folks, especially). Generally you get a break as military but can really screw it up.
Some states also have laws that you must get a driver's license within ten days of establishing residency. If the cop believes you're a resident and you don't, you get to "Tell it to the judge."
Here's the deal...the cops can do virtually anything to you they please and your only recourse is to tell it to the judge or file suit--assuming you survive. Of course your family can sue for wrongful death too but it isn't going to help you! Here in Maryland we have the Prince George's County police, arguably one of the worst forces in the country in terms of corruption and just general plain redneckedness. So stay out of PG County or at least mind your P's and Q's when you drive through there. Fair disclosure, they've improved immensely and are considered a fairly professional force (but they don't have FBI certification or whatever it's called...the Fairfax VA cops do) but it seems once a week or so some abuse of power surfaces, some guy gets beat up or tased or lately the deal is a rogue cop (with a record of abuse) shoots a couple of black furniture deliverymen over some argument. One died, the other badly injured, lawsuits all over.

Maybe Officer Washington is an aberration or just has a run of bad luck with bad guys, but the PG county police is just bad news.
