I'm assuming you're ripping up a concrete or asphalt driveway down to the packed sand or clay subsurface. Yes, once they rip off the paving you'll be on whatever is down there and that material may itself need to be replaced and/or packed down, typically with a roller compactor.
What you see with milled street paving is probably NOT what they're going to do with your driveway...a milled surface goes down to an older concrete or asphalt subsurface that DOESN'T have to be 'packed' or driven on or compacted...it just gets cleaned, seal/tarred as necessary and then a sealer 2-3" layer of asphalt is laid and rollered.
BTW...that milling and sealing is a roughly 5-7 year life process...it's NOT a good deal for homeowners who typically expect a 20-30 year life for asphalt driveways...a life that is not unusual if you take car of your asphalt driveway, seal it every five years or so, and watch out for extremely heavy concrete trucks (50-60 tons for a 10 yard truck!) on driveways not designed for them. Even on count/state roads you see the result/waves in asphalt on top of concrete roads at intersections where the extremely heavy loads caused by braking trucks ripple the pavement in the summer. Still, the state and county use this process because it's less expensive than doing the road right therefore they can reprocess more road miles per year even though in the long run it costs more and the roads are worse than they could be. And you wonder why people buy trucks and SUVs...
