Where I live (suburbia, central Connecticut) there are at least 5-10 driveways undergoing repair at any one time. Most folks are doing it now, when the asphalt plants are up and running, and before winter sets in.
In every case around here, the old driveway gets stripped, new gravel laid, and then it sits like that for at least two weeks before being repaved. I have to believe that it is intentional. Not only are there different contractors doing it, if it wasn't necessary, you'd figure at least one person would have gotten the contractor to pave immediately so they wouldn't have to drive their Hummer on that horrid gravel.
I suspect it has nothing to do with driving on it. I suspect it has everything to do with letting everything settle for a bit before paving. Yes, you can crunch it down with heavy equipment, but there is no settling like some time and a few rainstorms to let all the bits find their rightful homes.
It may be an old wive's tale, but it seems to be a very commonly accepted one. And if a contractor could do the job in one visit instead of two, you'd figure they would.
