I do not think that it is possible to make an electric motor work "harder," is it? I mean, motors are On or Off, aren't they? Not like they have accelerators and RPM gauges.
It is logical, however, to assume that a more dense filter would reduce air flow somewhat. Your fan might produce more breeze with a lesser filter.
I have been using MERV 11+ for over 10 years; I started using them on the recommendation of the previous homeowner who had been using them. No problems.
