Consider the Nokian WR. It is a skotch less "true snow tire" than Nokian's pure winter tire Hakkapelitas, but they wear better and longer on regular roads. And face it, most of the time winter roads in Illinois aren't snow covered. I live in NH and am putting a set on this week or next. I put a set on my daughter's 9K up in Maine.
If you get several inches of snow several times a winter you need snow tires (one on each corner, BTW, not front only), and it pays to get good ones. The Michelins Herb likes are great, too. So are Bridgestone Blizzaks. Almost any snow tire will be better than a summer or all-season, but the top snows are a step above the average ones.
Also, consider buying a set of wheels for the snows to make changeover easy. You can get steelies with tires in a package from Tire Rack (did that on wife's 9-5) or get some used alloys, like I have on my 9K.
