This had to be at night, there are no DRL laws that I know of.

As for rental cars. I get a bunch that have DRL's and some seem to light up part of the dash. You think the lights are on. When you actually flick the switch more of the dash lights up and the rears come on. It's no wonder I get confused and have lights flashing at me. I leave my SAAB and Prius lights ON all the time so I'm not used to flipping switches.

Are you POSITIVE you had the lights in ON mode and it's not some DRL scheme?

How much is the ticket? If you have to hassle taking the rental company to court you'll probably blow your time on the money you'd be paying. It may not be worth the hassle.
