The whole point of top tier is to quantify intake valve deposits.
Run a test engine with detergent gasoline and remove an intake valve and weigh it for deposits. Simple, isn't it? Some gas will pass (couldn't resist :>),others won't.
The glitch in the top tier system is that it requires a base fuel that DOES leave deposits, including sulphur content, and the top tier guys then do their detergent thing and test the fuel. I guess someone may have a base fuel that doesn't deposit, but knowing that fuel in the pipeline is fungible, it make more sense to know what companies have an additive package that effectively reduces intake valve deposits, i.e., top tier.
