Most things in life are negotiable, especially if handled correctly.
If your son was bailing on classes there'd be no excuse, but having to drop out on the recommendation of a medical professional should be a different matter. In this order you need to:
> contact a lawyer
> have your son contact the doc involved and have his recommendation documented. Notarized if necessary. Your son will have to do this due to privacy laws.
> You have probably been dealing with the business office of the school, which is populated by clerks, bean counters and accountants. You need to kick this upstairs to a dean (the executive level in the college business). Dean of Students is a good place to begin. Start with a letter, probably from the lawyer.
> Don't expect to get away free. You will have to negotiate to make this work, and if the final drop dates had passed before you son dropped out, you may not be able to get out of this one. But this is where you may be able to plead mitigating circumstances (health) and get it sorted out.
