I've had 900's, 9000's, and 9-5's. I've had emergency brake release problems on every one of them, generally after 100K+ miles, except for my new 9-5.
In every case THE COMMON CAUSE was water getting into the cable assembly or emergency brake mechanism and freezing.
The solution has 2 steps.
1. Release the emergency brake and leave it off until you get the problem diagnosed and fixed, or spring has arrived.
2. Go to a Saab indy or dealer and have it fixed.
If you're a DIYer, pose the question on the appropriate BB so that model-specific fixes can be obtained.
