The general theory is that lower tax rates increase investment, and increased production offsets the inital lower tax income. From the Treasury's point of view, reduced 'profit' (taxes) on each transaction, but we make it up in volume.
I'll avoid any partisan discussion about the pros and cons, and more importantly, the effectiveness, of this theory.
My opinion - in a multi-trillion dollar economy, this is more a symbolic effort than one that can have a true economic impact. There is considerable discussion going on in the Economic (big E) community about whether a large deficit is a problem or not. As I remember, the same thing was said just prior to the Internet bust about the economy being fundamentally changed, and look how that came out.
I look at it this way - when you owe money, borrowing more money, betting that you'll make it back and more on the Craps table is a bad idea. Yes, companies borrow money all the time to keep cash flows going and it works, most of the time. But right now we are spending lots and lots and lots more money than we're taking in, and taking in even less is counter-intuitive.
