Taking down plate numbers and using cameras could get you noticed. Not healthy when the target is drug dealers. It is NOT your job as a citizen to compile evidence on this dude. And it would not be admissable in court anyway.
You can, as some others note, make an anonymous tip, but understand that it may lack credibility in the eyes of the cops. For all they know, you're a rival drug dealer trying to eliminate competition or someone with a personal grudge against the guy. More practically, they may want to call you as a witness, or need to get a search warrant and an anonymous tip is not justification for a warrant.
You could call the cops and ask what the options are. (Use a pay phone if you're worried about your identity being tracked) Or call the public prosecutor's office and ask them, especially about how your identity can be protected.
Or, just move.
