I don't see where it's a resin bed. It appears to be a mechanical filter cartridge. The website is really non-informative. I have no idea what they mean by "4X the Technology of Carbon Filters"
Carbon is typically used to remove chlorine or other undesirable tastes.
The operation page talks about not using hot water. I don't know if they're afraid of REALLY hot water damaging components. Some filtration systems use silver ions to kill bacteria, and hot water (I think normal 120F domestic water temps?) can remove the silver from the filter. But I don't see anything on their website about removing/killing bacteria.
The resin bed of a water softener requires regeneration, typically salt. That is not what this filter has.
