Protecting nicks and scrapes from rust

I noticed the other day that there is a small scrape along the fender directly over the wheel-well on my '02 Saab 9-3. I live in a highrise with valet parking. My hunch is that it happened when one of the garage guys parked my car.
Anyway -- since I live in Chicago, where they salt the roads, this area is particularly vulnerable to rusting. Outside of taking it to a body shop, I'm wondering what my best bet is to protect the scrape from rusting.
If you buy touch-up paint - does that protect from rusting? Is there anything else people recommend? The blemish is fairly minor and not extraordinarily noticeable. I'm not as concerned about the cosmetics of covering it up as I am about protecting it from rust. Any suggestions would be appreciated.
