If you want to do it before you leave, get an unlocked GSM phone that includes the 900/1800MHZ GSM bands (US-only phones use 850/900/1900MHZ-look for one advertised as a quad-band phone). Then, purchase an Orange (a phone company) prepaid SIM card for it. Once you get there, you can add minutes to the phone by purchasing a card that is available in most of the tobacco shops. The phone will only work in France, but the cost will be about $0.48 per minute international, less for local (France) calls. You can also purchase the phone and card when you get there. The prepaid phones can be inexpensive, but the phone will have the wrong bands to be able to use in the US when you get home. Figure it as a throw-away.

The phone services that will let you roam anywhere in Europe are usually Swiss based, and their cost is close to $2 per minute. AT&T has a similar service at about the same price, I think, which would allow you keep your same phone number if you use AT&T. The advantage of a local French phone company is that you have a French phone number so it is not an international call when you want to call a restaurant down the street for a reservation.

My daughter had an Orange prepaid cell phone when she was studying in Paris for a year, and it worked great.
