Skype is best for calling home. Very cheap (about 2 cents/minute) and it can be set up so it is computer to computer so it's cheap or free in both directions. Your computer just has to be on for them to call you, sorta like IM.
Given your usage, you can maybe just get a phone when you're there, with a local number and use it lightly to keep costs down. $50 from Telestial.com.
I would encourage you to learn a little French. Get a Rick Steves phrase book and use it. The French are especially proud of their language and appreciate it when you make the attempt. They will usually switch to English or simplify their French. I've been to France twice, and found even knowing a little French really helps. Besides, it's important and respectful, IMHO, to make the attempt. Too many Americans don't, then claim Europeans are snobs.
Just my 2 cents.
In a place like Strasbourg people are likely to speak English well, but that's not the case as you move about. Most Europeans speak English but are not always comfortable with it, even when they actually speak it well. And when you go to Switzerland they speak French, German, Italian, and Switzer-deutsch (a unique blend), depending on where you are. English, too. Germans usually speak great English.
