Gas Water Heater Question

Getting what seems like sort of strange behavior from a gas water heater. In morning water tends to be lukewarm. Generally warm enough for shower but it really isn't hot. This isn't an issue of drawing up enough water to get cooled water out of pipes it just stays sort of lukewarm as long as you run it.
If you run the water for a little bit (doesn't have to be long) to draw the hot water down, turn it off, come back 30 minutes or so later it is nice and hot. During day you can see similar behavior but less consistent (sometimes hot sometimes not but sort of follows same pattern).
This doesn't seem to be issue of running out of hot water or anything like that. More like it isn't regulating temperature correctly. Draw it down and heating seems to kick in and it gets nice and hot.
Ideas? Bad thermostat? Is there only 1 or is there something for cold (when to kick in) and hot (when to kick off)? Other thoughts?
