I live in Phoenix. I drive a Black Car / a White van / a Red Saab and a motorcycle -
The Black Car does NOT have tinted windows, during the height of our heat (112+) I will literally run the car for 10 minutes before I get into it, and then I wear racing gloves so that I can touch the steering wheel (black as well)
The White Van does have a DARK tint (40% except the front at 10%) and I am able to climb in, and drive away after it sits in the sun all day (not great comfort, but bearable)
The Saab, well it is a convertible, when it must sit outside in the sun I have a StateOfNine cover for it, and leave the top down. Climb in, turn on the AC to get the edge off and go.
Mototcycle, just have to make sure that I park it somewhere the heat doesn't get to the black seat and black paint on the tank.
Hope that helps you make some sort of an informed opinion.
