I have first-hand knowledge of this place. Yes, they buy insurance totals, repos, and other similarly distressed vehicles. They then assemble bits from various cars to get a good one. They sell off parts, also.
I wouldn't say not to buy from them. Just be very, very aware of what you're getting. These cars will have an 'interesting' maintenance history. Put it this way - it would be like Frankenstein's monster giving his medical history. And that whole died and brought back to life thing.
Having been there and talked to the folks, they produce cars that look really nice and clean. Emphasis on 'look.' They sell to lots of folks that can get a high-zoot car for not a lot of money. The sell a lot of BMWs, Mercedes, etc. You won't see a Chevy Malibu there, because you can't get a decent markup. Most folks will look at a car with a nice wax job and detailing, and figure it's a good car. More power to them.
Personally, I would never, ever, ever buy a car from them. But that's just me.
