Well zero would be nice of course but look at the graph for the front HID crash values. The difference between 500 and 700 is maybe a few percent probability. Still the lower the bette with maybe ~ 300 or less perhaps being a reasonable and desired target given current offerings is suggested too. However, it is just one very specific set of conditions. In the case of 9-3 vs 9-5 the airbag could make significant difference in other situations such as the higher impact height tested by IIHS test.

If you already own the 9-3 I wouldn't panic although it is a little disappointing it isn't better in this measure. All indication is it is a rather safe car although every generation of cars seems to improve. Drive safely and defensively as no car unfortunately can truly protect us from all of the perils faced even at legal speeds and hopefully it will continue to serve well.
