In this case it is a question of what numbers are even considered to determine the rating.
For the side impact tests (from the safercar.gov):

Side-collision star ratings indicate the chance of a serious chest injury for the driver, front seat passenger, and the rear seat passenger (first and second row occupants). Head injury, although measured, is not currently included in the star rating. An excessive head injury score (HIC greater than 1,000) is reported separately as a safety concern. As with the frontal crash ratings, a serious injury is one requiring immediate hospitalization and may be life threatening."

The question then becomes one of why and as far as the safety is concerned how meaningful the difference in the HIC values are to a crash outcome. That I can't answer and probably isn't pretty straight forward. However, the link to graph for the frontal head injury HIC values might give some insight or then again maybe not.
