Just a guess...
I've always been suspicious of fuel brand vs. whose fuel am I buying actually. I remember back in 1984, my marketing professor raving about a recent court case that allowed any gas station to sell any brand of gas without having to disclose, because "unleaded is unleaded." Down here in San Diego, it is painfully obvious how this works. We have one centrally located tank farm which is directly connected by 100 miles of underground pipeline to the refineries up north in Long Beach. Supposedly, bulk deliveries are partitioned by grade using giant ping-pong balls placed fore and aft of the stream at the refinery. From the tank farm, trucks roll 24/7 to all points of the county. These trucks used to proudly wear their colors (Texaco, Chevron, Mobil, etc.) but now they are just generic, shiny-steel trailers with generic transporter names on the cab.
My bet is that "unleaded IS unleaded" and some local station owners try to game the system by various methods.
