When was the filter changed/cleaned?? The fan motor should not slow down (except if it is nearing failure) but a dirty filter, or unit nearly plugged with accumulated leaves, cottonwood tree "fuzzies", and Lord knows what else, will have a hard time passing any air.
Most thru-wall units have a thin foam sheet that is intended to be a filter. Yours may be plugged nearly solid.
