Hype and buzz definitely work to bring attention to companies and products. Sure, concept cars usually don't reach actual production, but they serve to build awareness of a brand. People remember stuff like this and can form favorable impressions of a company because they see a neat concept car. Since it's a 'vert it will get a lot of attention, especially since it is a pretty unique design. Practicality, like rear seat headroom, is really a non-issue. Few 4-seat 'verts see rear seat passengers very often.
Most industries do this to one degree or another because it works. Is it worth the investment? Hard to say, but that's not the point of eye candy. Is it better to roll out only models that meet the needs of the market? Sure, if all you want to do is sell what you have. Remember, concept cars are not only design exercises but also serve to try out new ideas and approaches. This thing won't have 21" wheels, for example, but those are just to get people's attention. But I bet it might have 18" ones.
