I dont think the US gov has much to do with insuring residential property.
We do have a State run not-for-profit in Florida that WILL insure any and all who can not obtain from a "private insurer". the reason for this is Florida wants to keep its residents, if after peoples homes and businesses become a total loss, residents then move away. Look what happen to N.O. States economies depend on the residents.
