I totally agree that some form of rebate or stimulus voucher to buy something American is the way to go. Giving the Big 3 money comes with no guarantees that the public will buy into the result. But I will damn near guarantee that if I received a voucher for $10k off a Malibu or Flex, I put it to good use quickly. Hell, if I could buy an HHR SS for $14k I'd be at the local Chevy dealer tomorrow.
As with everything, car purchases are about value. That equation which describes up front cost, maintenance, safety, insurance, and future resale is not simple, and most people aren't willing or able to do the math. If you're staring at a $25,000 Chevy and a $25,000 Toyota, you can pretty easily justify the Toyota knowing that the reliability and resale are statistically going to be better with the Toyota even if the up front costs are the same. But if that's a $15,000 Chevy and a $25,000 Toyota, well, I'd wager you'll take the risk on the Chevy without thinking twice.
Put the decision & power in the hands of the consumer. I for one don't trust that the Big 3 really have the ability to change consumers' minds. That Malibu could be the best car in the world and I believe it would take a miracle for Joe Public to realize it. Change how the customers behave, give them a reason to to try that Malibu out, and things may shift of their own accord.
