Most scanners these days come with the capability to scan to .pdf, along with .jpg. Epson comes with Epson Scan software, which can scan to .pdf. I've got an older all-in-one printer/scanner. Works just fine.
What separates the devices is the feed mechanism, or lack thereof. If you're OK with scanning one sheet at a time, and placing it there manually, just about anyone on the market will do, cheap. The issue would be if you want any automatic document feeding - that can add cost and complexity.
