OT:Fresh air and good insulation incompatible???

I like fresh air in the house. Close up all the windows and seal them and I can feel the stale air. However, I like to keep in the heat.
If I build a house, I want good insulation but will the heating bills be high if I want fresh air? Does fresh air automatically mean high heating bills? I suppose poor insulation is bad because then the heat will be lost but you still could have stale air. But if you have good insulation, you still need to open the windows a crack or used forced air heat and bring in fresh air to the furnace.
