OT: apartment question

I moved into an apartment a couple months ago (actually a condo rented out by a private owner) and there was a slight smell when I moved in. I figured I could get the smell out by cleaning an apartment. The rent was a decent price and I was getting tired of looking around, so I didn't mention the odor when I signed the lease.
I cleaned the carpet and the smell is still there. I'm now certain that it is cigarette smoke, coming from the walls. Its especially strong where the previous tenant had his bed (probably sat in bed and smoked there).
The owner gave me the go ahead via email that I can paint the apartment, but he did not mention picking up the cost for the paint. Wouldnt it be reasonable for him to pay for part of all of the supplies? I'm not sure where a land-lords responsiblity is in terms of making sure an apartment is livable, ie no smoke smell. Does he really have any responsibility in this regard to make sure the apartment doesnt stink. I guess if I were a smoker, I might not mind after all.
