I think Volvo and Saab should work together. The problem is everyone hears the term merger, and all they think of is smashing two business organizations together and making all cars the same model. It really shouldn't be that way. the approach to take is not platform sharing but component sharing, more like what the VW group does - since they are more flexible each vehicle can be more customized, while sharing basic costs.
I would get Saturn involved as well, and maybe even Subaru, believe it or not. Keep it a collection of niche marques that focus on their own target market. They have their own individual styling, own business operations, and cooperate (though not standardize) the engineering. All of those marques are noted for strong customer loyalty. All but Saturn have been known for bullet-proof engineering, there is a huge opening for a good quality, stylish but sensible car. Built something that will last and people will invest in and treasure.
