We'll raise the gas tax but if you make less than 'x' number of dollars you'll get a rebate at the end of the year of you keep your receipts, only use 'x' number of gallons, and only drove North on Tuesdays.
Of course low-income people will need assistance in buying a newer more fuel efficient car so we'll have to come up with the money for that too.
Diesel will need to be taxed because some might consider it unfair plus, the city, county, state, and federal governments don't want to leave any money on the table. As soon as gasoline usage drops and more people start driving diesels, tax revenues would drop and you know we can't have that happen. And I can all ready hear the environmentalists screaming that it encourages people to buy "dirty" diesel cars and trucks.
Plain and simple is rarely that.
