I agree with MI-Roger on U of Michigan. Of the three schools you mentioned, U of MI has the strongest engineering program, especially Nuclear Engineering. In fact, it is one of the best engineering schools in the US/World and the few schools left that still have traditional Nuclear Engineering.
HOWEVER, if your son knows someone at Yale that he really wants to work with. Then by all means go there. A graduate school is only as good as the person(s) your son is going to work with, regardless whether it’s at Cal or MIT.
You know, Cal has a strong program in Nuclear Engineering. Doesn’t your son want to stay in sunny Berkeley instead of braving the cold in Ann Arbor ?
Does any of the school offer a trip to visit ? I would highly recommend going and talking to the people there before deciding. Ask your son to talk to his faculty adviser and professors at Cal as well.
Many years ago, my situation was similar. I had to choose between Harvard or Stanford for graduate work in Electrical Engineering. There was someone at Harvard that I wanted to work with but I wasn’t sure about the research area and my adviser suggested otherwise. I went west 8-).
Hmm..... Go Cardinals! Beat CAL !?
