to get around the dynamic IP you could use dynamic dns, where you register your home as "homewebcam.com" and use dynamic dns to continously monitor for IP address changes; so it doesn't matter if the IP address changes.. you can just access your pc remotely using the homewebcam.com in your internet browser address... or set up RDP using homewebcam.com as the address.... but port forwarding would have to be enabled. I think it's port 3389 that would have to be forwarded to allow remote access.
There's lots on the web on RDP ports etc.
