either buy a SIM card from a company like Telestial (telestial.com) before you go (they provide a UK card and phone number) or buy one after you get across the pond. In either case you'll have to give your "new" number to people if you do this.
If you don't have a GSM (or quad-band) phone, then you'll need to buy a GSM phone. Again Telestial can help. You can buy extra minutes easily using the phone. Last year, I found it worked fine for two weeks in Germany and Switzerland.
However, I now have a quad-band Verizon phone that works in Europe, the UK, here and uses my own phone number. Billing is seamless, right to my Verizon account. Not the cheapest, but it works well.
To really control costs, though, use Skype from your computer. About 2 cents a minute.
