Having had lots of both (14 Saabs since 1999), I would take the 9-5 every time.
Ride is much better and the 2.3 liter is much better especially in 2004 Arc and later or 2002 Aero or later. The 9-5 is a much better highway car and just better all around. Also safer despite the newer 9-3s having better safety tests. Not enough difference in mpg to matter. Also, strangely, the 9-5 has a tighter turning radius than the newer 9-3 and is easier to make u-turns and park.
Having said that I have a 9-3 combi that I really like. But if I could find a way to make myself take a huge financial hit on the 9-3 combi in exchange for a 9-5 combi, I'd do it in a heartbeat.
