The problem is how do you get the floor temperature above the dew point, or keep the humidity in the garage less than the floor dew point. A dehumidifier may work if the garage door(s) are kept closed and the garage is relatively tight. The humidifier not only takes the moisture out of the air, it also tends to heat the area. Venting may make it worse by drawing in more humid air, unless a humidistat is used to operate the vent only when the air draw in has a dew point less than the floor temperature. Radiant heating of the floor is a good solution but is $$. Think overhead electric radiant heaters over the coldest part of the floor, they would make nice garage heat in the winter.
