This is the exact idea I was going to suggest (having seen the same article).
Because the dew point will be lower near the floor, that's where it'll feel swampy and damp. There are only two alternatives - seal the volume and try to dehumidify it (expensive, ruined every time you open the garage door), or try to keep the humidity level uniform.
I'd go with the simple fan, sucking from near the floor.
