Vented to the attic... That was my suspicion, which is why I asked what was up there. As you're aware, that is asking for trouble.
Kilz is a good product. I believe it is shellac based and will do a pretty good job of covering the stains. I would top coat it with two coats of oil based paint. I worked for a large painting contractor (commercial/residential) for years, and we always did small residential bath ceilings with Kilz followed by two oil topcoats--no call-backs. If the mildew/dampness has permeated the drywall, it may be best to take it down and replace it with green-board drywall for a more permanent solution.
